The inner workings of Mogán: 62,9 million in public contracts under scrutiny in southern Gran Canaria

The Mogán City Council has established itself as a driving force behind public procurement in southern Gran Canaria, awarding a total of 19 contracts worth €62,9 million in recent years. The municipality operates with a kind of military junta, where the map of suppliers and intermediaries reveals a clear imbalance between large corporations and smaller, local operators. But contracts are one thing, and the revenue the administration can generate from licenses is another.

On the one hand, industry giants like the French company IMESAPI SA (the Vivendi subsidiary where Carlos Sánchez, now president of the Gran Canaria PP, worked) secured two contracts totaling €2,22 million, while FCC Medio Ambiente obtained two contracts totaling €275.135,87, both with an average price reduction of 0,0%. On the other hand, the fragmented contracts were distributed among individual suppliers such as María Belén Suárez Prieto (two contracts totaling €732.50), Juan Joel Díaz Romero (two contracts totaling €11.129), and María José Martínez Pereira (one contract totaling €1.595), all also without discounts on the base budget. Finally, the entity's contract management was completed with its being cited in a total of three resolutions issued by the contracting tribunals.

The temporal evolution of this activity reflects a heterogeneous investment pulse: the 2020 fiscal year began with 3 tenders, 12 awards and 3,91 million euros awarded; in 2021 no new tenders were opened, but 4 awards were closed for a value of 1,29 million euros; 2022 registered 3 tenders, 2 awards and 2,55 million euros; 2023 progressed with 3 tenders, 3 awards and 208.697,7 euros; 2024 accounted for 4 tenders, 2 awards and 2,85 million euros; 2025 climbed to 3 tenders, 7 awards and 12,27 million euros; and the most recent part of 2026 accumulates 3 tenders, 3 awards and 1,16 million euros awarded.

From a sectoral perspective, the municipal contracting pie is dominated by construction, which accounts for 33,3% of the awarded categories (7 contracts in total). It is closely followed by repair and maintenance and hospitality and catering, both with 19,0% (4 contracts each); while architecture and engineering, culture and sports, and electrical and lighting equipment round out the list with 9,5% each (2 contracts per segment).

Among the most outstanding files are the construction and management of incentivized affordable housing in Puerto Rico (divided into two lots under an open patrimonial regime), successive tenders for the maintenance service of electrical installations of dependencies, premises, equipment and municipal public lighting valued at 6,19 million and 5,96 million euros, the administrative concession of the canteen of the municipal premises for 126.000 euros, and the constitution of surface rights on real estate.
