The San Bartolomé de Tirajana City Council has announced the approval of the call for applications and specific guidelines for the creation of a temporary public employment pool for the selection of interim civil servants. This measure responds to the council's urgent need to fill management, teaching, and support staff positions for the development of the Work-Study Training Programs (PFAE). The recent legislative change, which prohibits hiring for these programs from January 1, 2025, has forced the local administration to establish this new avenue to ensure the continued operation of its training and employment projects.
The most controversial aspect of this call for applications lies in the fee policy established by the city council. Unlike usual procedures, the examination fees are not paid at the time of application. Instead, once the provisional lists of admitted and excluded candidates are published, those candidates included on them will have a maximum of ten business days to pay a self-assessment fee. The amount of this fee is significant, ranging from €30 for Group C1 categories to €60 for Groups A1 and A2.
This requirement for a substantial financial outlay simply to remain on the reserve list, rather than to take competitive examinations, has generated unease and surprise among potential candidates on social media, raising questions about the appropriateness and proportionality of these public fees for accessing temporary employment pools. Failure to pay within the stipulated timeframe after the publication of the provisional list will result in definitive exclusion from the process.
The call for applications, which will be governed by a competitive process and open competition, covers a wide range of professional categories. For Group A, Subgroup A1, profiles in Management and Coordination are sought, requiring higher education degrees ranging from Law or Tourism to Architecture or Agricultural Engineering. The teaching area is the largest, requiring specialists in fields such as physical activity and sports, biology, pharmacy, veterinary medicine, modern languages, and nursing, classified in subgroups A1 and A2. Positions are also included for teachers in the agricultural, gardening, and restoration sectors, belonging to Group C, Subgroup C1. A cross-cutting requirement for all teaching staff, regardless of their specialization, is the mandatory presentation of the Professional Certificate in teaching vocational training for employment.
The selection process establishes a twenty-day application period, starting the day after the publication of the call for applications in the Official Gazette of the Province of Las Palmas (BOP), which took place on August 21, 2026. Therefore, the deadline for submitting applications is September 18, 2026. Applicants must submit, along with their application, documentation proving they meet the general and specific requirements, as well as a duly completed Annex II with the list of merits that will be assessed.
