The tourist municipality of Mogán is moving forward with the regularization of its essential water infrastructure through a significant administrative process for the southern coast of Gran Canaria. The General Directorate of Environmental Quality has issued an official resolution opening a public consultation period for the file concerning the authorization for land-based discharge into the sea and the corresponding concession for the occupation of public maritime-terrestrial land directly linked to the drainage pipeline of the Puerto Rico Wastewater Treatment Plant, formally registered under file number VM-044-LP.
This administrative procedure has its roots in the initial request submitted by the Mogán City Council, which on October 15, 2024, formally requested the joint processing of the authorization for land-based discharges into the sea (AVM) and the concession for occupation of the public maritime-terrestrial domain (CODPMT) from the relevant authorities. The infrastructure covered by this file is vital to guarantee the proper treatment, disposal, and purification of wastewater generated in one of the most important tourist and residential areas of the region, ensuring that the operation of the sanitation network strictly complies with the legal and environmental requirements in force in the archipelago.
The technical and legal complexity of this type of sanitation infrastructure requires strict compliance with state and regional regulations concerning coastal areas and environmental protection. In this regard, the procedure is governed by Article 152, sections eight and nine, of the General Coastal Regulations, approved by Royal Decree 876/2014 of October 10. These regulations mandate that the processing of both concessions and authorizations related to industrial and polluting discharges from land into the sea must be subject to a mandatory public consultation process for a minimum period of twenty days.
The regional department has formally decided to submit the file to a non-extendable public consultation period of twenty working days. This period will begin the day after the official publication of the resolution in the Official Gazette of the Canary Islands, thus opening a crucial window for administrative transparency and citizen participation.
